| (Link to tool removed while data is being updated.) VOTE BY MAIL APPLICATION GENERATOR How to Use This Tool Effectively Who can vote by mail? Anyone who meets any ONE of these criteria: 1) Will be out of their county of voter registration during early voting (October 22 through November 3rd) or on election day, November 7th. 2) Anyone who is 65 or older on or by election day. 3) People in a hospital, nursing home or other institution. 4) Disabled persons who have a health related hardship getting to a voting location. Note: Disability is defined by the voter. You do NOT have to have any medical determination, doctor’s statement, or other determination. YOU decide whether going to a voting location, standing in the line or heat, etc. is a problem for your health. 5) Confinement in jail (as long as you are otherwise eligible to vote, i.e., no current felony conviction.) When can you use this tool? State law does not allow the voting clerk to accept an application to vote by mail until September 8th, 2006. The application MUST come by U.S. mail or carrier such as UPS or FedEx. You cannot take them in and drop them off for yourself or others. So as to be sure nobody submits an application too early, this tool will be functional and “on” beginning September 7th. In the meantime, start making the list of everyone you know will need to vote by mail. (See below for ideas). What’s the biggest hassle in helping people vote by mail? The form must have the voter’s signature. You have to see the voter in person to give them the application and get their signature. If the person is doing this for themselves, then that’s not a problem. Can I mail this application for the seniors or hospital patients I assist? Yes, you can go door to door with downloaded, preprinted applications, get voters to sign them, and then take them to a mail box for the voter. However, it is against state law to go back to these voters when ballots arrive, and assist them marking a ballot, and collecting the marked ballots. It is perfectly OK to call the folks or knock on their door and ask “Did you get the ballot? Have you mailed it in? Be sure to vote!” You cannot say, “Can I come in and help you mark the ballot and then mail it for you?” Ideas and Suggestions: a) Use it yourself if you meet any of the criteria! b) Print out an application of all the disabled, hospital bound, or elderly friends or acquaintances you know through church, school, work, or in your neighborhood. Present them with the application and suggest that they sign it and offer to mail it for them. c) Go to the tool in this section called “Find my Senior Neighbors”. Here you can find your county, precinct, street and block. On this list are seniors in street order. You can walk this list and ask if folks want to vote by mail, go home and print out their applications, and bring them back for signatures. Conversely, you could print out the applications BEFORE you walk and obtain the signatures at the time you meet the voters. d) Take you laptop and a printer to a senior center, nursing home, bingo parlor, feeding center or wherever seniors congregate and print out application on the spot for everyone who is present. Let them put them in an envelope, donate a stamp, and take them to the post office! e) If you are a student, use Face Book to find your high school friends who are out of state at school.
