TrueBlueAction.com Mission Statement

TrueBlueAction.com provides a set of online tools for voter contact. The site and tools are privately owned and maintained, but are publicly available to any person who wishes to identify and turn out voters on behalf of candidates, Democrats, and progressive issues. Individuals, campaigns, and other organizations using the tools are responsible for insuring that their own activity and expenditures are in compliance with any applicable Texas and federal campaign finance requirements. To the greatest extent allowable by law, generic voter identification information posted to the site by a user will be accessible to all participants and users. Such shared improvements and refinements of the generic data will benefit all participants—volunteers, candidate and party campaigns, and progressive groups—in their efforts to contact, educate, and motivate voters. By harnessing the combined efforts of all participants, TrueBlueAction.com will thus be able to provide accurate, enhanced data and to make its tools, programs, and products available at the most reasonable prices possible.

All payments for access to tools; data extractions and programming of tools, scripts and passcodes; and trainings are shared between Glen Maxey and Mario Champion.

Data downloads for labels or lists using the online data tools will be provided through contractual arrangement with Jeff Smith and Opinion Analysts, acting as data vendor to TrueBlueAction.com. Payments for such labels or lists will be conveyed through TrueBlueAction.com to Opinion Analysts.

Candidate-Specific Data and Data-Sharing Policy

Any candidate-identifiable data obtained through a volunteer using TrueBlueAction.com tools or a person directed to use TrueBlueAction.com tools by a candidate or campaign is the property of said candidate .

Any candidate-identifiable data obtained through a person using TrueBlueAction.com tools, or a person directed to use TrueBlueAction.com tools by a candidate or campaign will remain as part of the data file; however, TrueBlueAction.com and its owners shall not sell, market or disclose specific candidate-related information to any other entity or campaign without express authorization by the candidate’s campaign.

TrueBlueAction.com may use general or generic information obtained about voters by the volunteers or by persons operating at the direction of a candidate or campaign for targeting and directing the activities of other volunteers and other campaigns.

This includes but is not limited to these types of activities: 1) The fact that a person has been identified for, against, or undecided for a partisan candidate or political party, while protecting the identity of the particular candidate. Example: A voter may be identified for a Democratic candidate for State Representative. A second voter may be identified as voting for the Republican nominee in the same race. TrueBlueAction.com may use those data points to develop targeting for a County Commissioner’s campaign within that legislative district based upon the voter’s identification for or against other Democratic or Republican candidates in the same district or precinct.
2) The fact that seniors across Texas have told volunteer interviewers that they wish to vote by mail may be shared with other candidates, campaigns or entities who would wish to send mail ballot applications to said voters.
3) The fact that a person has died, moved, has a bad phone number, gives a new phone number, has verified an address, given an email for notifications about voting, voting locations, other routine voter alerts, has identified their gender, ethnicity, orientation or other similar types of demographic information.

TrueBlueAction.com will share with all participants using these online tools those non-candidate specific data points and information that increase the accuracy of the data and thus make voter identification and turnout programs more efficient. For example, voters with bad phone numbers or voters who have moved from a district but are still registered to vote will be suppressed from a candidate’s lists regardless of which volunteer or candidate’s campaign has discovered and posted that information.

Pricing for Specific Programming, Targeting, or Data

The owners of TrueBlueAction.com will notify all candidates listed within this system that TrueBlueAction.com owners have made an in-kind contribution of $250 to their campaigns for the use of these online tools and the data in this system.

A candidate who accepts the in-kind contribution is responsible for reporting the contribution to the appropriate local, county, state or federal authority which governs political funds reporting for that particular office.

Any candidate or campaign may purchase data from TrueBlueAction.com at fair market value as negotiated between TrueBlueAction.com and the candidate or campaign.

Any local or state campaign in Texas may obtain the ability to download and retain any candidate specific identification of voters done through their online links by paying a one-time fee. This fee will give said candidate the ability to change the survey questions and responses on the online phonebank, to download in csv format any data pertaining to that candidate, to have access and passcodes to monitor all volunteers who use the system through their links, and to communicate to those volunteers through email.

Branding any site or any changes to the design of the web pages pertaining to the candidate may be done with a direct negotiation of payment and terms to Mario Champion.

Candidate Access Pricing for Data Extraction and Script Personalization (All fees are one-time for the period through November 5, 2008)

To cover the time required to program specific scripts, set passwords and passcodes, and perform other internal work, the following one-time fees shall be charged to any candidate, candidate campaign, or supporters , including, but not limited to a candidate and/or campaign or other organization supporting a candidate. This may include individuals or a political action committee.

Local campaigns below State Representative on the ballot in counties above 10,000 in population: $100
Local campaigns below State Representative on the ballot in counties below 10,000 in population: $50
State Representative, State Senate, Judicial Campaigns Countywide or multi-county races: $250
U.S. Congress $250
Statewide (State or Federal) $500

Volunteers for Federal Candidates and Voter Data Ownership

Volunteers may sign in and use TrueBlueAction.com to organize for federal candidates listed.

All candidate specific identification of voters obtained by a specific volunteer making phone calls or canvassing is the property of the volunteer who obtains it and TrueBlueAction.com. All identifications shall be made available to the volunteer for voter contact and follow up activities through the General Election, 2008.

TrueBlueAction.com retains the right to use this data to target voters for get-out-the -vote email, direct mail and other communications, including vote by mail programs for those eligible and other voter contact programs. TrueBlueAction.com is not affiliated with any specific federal candidate or campaign unless said candidate has opted to use this online voter contact system, has paid the appropriate access fees and pays fair market value for data as required by law.

TrueBlueAction.com has notified all candidates that this system has been made available for the use of volunteers to organize and make voter contact on behalf of the candidate. This system is not to be used by anyone other than those authorized by a participating federal campaign which has contracted to use the system OR is a volunteer acting in their individual capacity to organize exclusively as a volunteer for said candidate. Any volunteer acting in their individual capacity acknowledges by use of this online system that they are not volunteer with the specific candidate or campaign, but instead are using the TrueBlueAction.com online tools and data for the volunteer’s own organizing purposes.
